I am inclined to believe that there isn’t a “master plan”. Sure, there is an agenda, but the left is not exactly coherent.
That said, I think people who want centralized state control of the public tend to be the same kind of people, and forge similar paths. It’s not so much a plan as it is their nature.
The AOCs of the world might well not have a plan, but it is entirely possible the actual people running the show do.
