He was either in his car, or got in his car, which the police had blocked in. Early witnesses who saw the short video released said he had his hands visible on the wheel when they started shooting.

After they started shooting, he tried to move his car around the police vehicle, and the cops kept shooting at it, the fatal round going through the back of his head. He crashed the car and they continued shooting.

No drugs or weapons found at the scene.

Since the incident, three officers of that department have resigned, although we were told those officers were not involved in the shooting.

The circumstances under which police are allowed to fire are strictly outlined in writing and gone over constantly. The guy did something that crossed the line into “shoot”. And more than one officer decided the line had been crossed. Perhaps they thought he was trying to use the car as a weapon against officers on foot.

Once an officer shoots, shooting is to continue until the threat is over or the subject is out of range.
