Today that is true; a moving target.
And the TCO on some is currently slightly ahead of ICE.

Re: Total cost of ownership, the link you posted includes this gem:
“While new EVs offer significant cost savings over comparable ICE vehicles, the relative cost savings of an EV purchased when it is 5 to 7 years old can be two or three times as large.“
In 5 to 7 years the battery will be markedly inferior than it’s original efficiency and will most likely be ready for a replacement in the very near future. Currently replacement Tesla batteries cost over $15K, and are “estimated” to cost $5K eight years from now.
This is coming from someone with an EV on order. I will be using it for my short daily commute, which is the hardest on ICE vehicles. The tax law will make my ownership sensible even more than the vehicle’s comparable costs in that role.
