Since governors control the NG, and Gov Ducey of AZ is a bad un, they can only do what he tells them to do.

In the military, the first rule of orders is: Never, EVER give an order you know won't be obeyed.

True of course. I believe the NG is at the border in AZ, if my memory serves me. Thus not available for securing the auditing. Someone who knows correct me if I’m wrong!
