I’ve ready J. Dyer articles before, very sound. I am just mentally lame in many areas and don’t really grok this. So these may be used for secure comms say to public?
I agree this is a very odd situation, but we can’t assume it was done with sinister intentions...
I don’t know for sure, but when TCP/IP was introduced no one had any idea it would explode with interest along with the internet....
Since the DoD was one of the few original parts of the internet or Arpanet as it was known in the beginning...I’m sure they reserved a huge slice of ip addresses for themselves...
This was also before something known as NAT or Network Address Translation which allowed for the mass conservation of IP addresses....basically you could use ONE public IP address and have any number of Private IP addresses sharing the one public address...
Probably the DoD has converted to IPv6 and decided to release or change things with all the old IPv4 addresses they were sitting on....
