Re-register EVERYONE with a photo and a fingerprint. You want to vote, then you had better look like your voter registration file or be prepared to explain why.

A national ID is something that I have thought about for a long time. While it would be handy to have a Positive ID for voting, the libertarian slaps me upside the head...”Privacy Concern!!!”
Using (and requiring) such an ID to vote would verify that dead people, ghost voters, multiple voters, etc. wouldn’t happen.
Positive ID vs Personal Privacy is a Gordian Knot that I’m not in a position to untie at this time.

They should do that after every election.
If you want to vote in the next election then reregister.
If not every election then every census at the least.
