Let me play Devils advocate here.
The authorities knew of the girls selling the eggs and they had a choice. Either ignore it or respond to it as the law directs.
Now let us suppose the authorities decide, “what the hell, the girls are just trying to help people and learn about capitalism at the same time so let’s leave them be.”
Now let us suppose some of those eggs are diseased and because of that some who bought them sicken and maybe die. Who is responsible? The authorities were aware of the violation (selling produce without the necessary permits.)and yet did nothing.
Seems as if in this instance the tax payers would be on the hook for any damages resulting from the girls selling their eggs.
Right. Because it is the government's job to protect us from every danger that can possibly be imagined.

What about the right to freely contract for your goods or services with other people (which necessarily implies some risks)? Evidently, you’ve never heard of that, either.
