The article gives the following solution to the mystery:
"Chile's widespread use of CoronaVac, the coronavirus vaccine manufactured by Chinese firm Sinovac."

"CoronaVac was 56.5% effective two weeks after the second doses were administered in the country. Crucially, however, they also reported that one dose was only 3% effective."

They are using a cheap Chinese knock-off of the Warp Speed vaccines.

Nope they aren’t. Even though they aren’t that “effective” they use classical vaccine technology as in inactivated viruses.

They Will Not Allow mRNA based technology in to be used on their population. Why? Think about it.

Could be purely political but if it isn’t again why?

Remember this is a Corona virus that mutates at a high rate.
That’s why there never has been an effective vaccine for it
