Waukegan is demographically mixed. North Chicago beside it is predominantly Black and Highland Park (except for the rich privileged areas) has a large Hispanic population. They do not like each other, to put it mildly. They mix in Waukegan as those who can afford it keep migrating North.

I found out years ago when I was involved with he GOP never mix the two at political events. I spoke to the Hispanic Priest at a Catholic Church about inviting Hispanic community leaders to a GOP event in North Chicago. It was like inviting the Russians to a Ukrainian National Holiday. Panic ensued and some GOP leader (oxymoron) called the priest and canceled the invite. He said the Priest understood why.
