I read recently that such a move requires a Constitutional amendment since the District of Columbia is created in the Constitution itself.

And the chances of an amendment happening are zero, so this is grandstanding.

In a sane world, with sane politicians, this would preclude the addition of this carved-out piece of real estate being added to statehood. I hope you’re right and I’m totally wrong.
