They are right on top of the next generation semiconductor feature size upgrade from 11 nanometers to 7 nanometers. The USA Intel Corp fabrication facility failed in their first try at 7 nanometer fab. Trump convinced TSM to build a backup facility in Arizona (2019) due to China threat. It takes years to build a facility and no doubt Biden & Co will throw down roadblocks.
