Their strategy was pioneered by crooks on Wall St. Before crooks tempt, non-profit funds managers with too-good-to-be-true portfolios in types of investments they aren't allowed to use, the crooks' first stop is lawyers, courts and governments of off-shore localities in which they will establish their crooked swindles. The strategy will be built around how they will go to court, once the domestic civil authorities "catch" them in their crooked deals.
The same is probably true about how the theft of the 2020 election was planned for years in advance. The aggressive legal strategy, with feigned righteous indignation, was the core around which the whole operation was planned.
Theory needs to be fleshed out.
I seem to remember that one of George W’s advisors left his administration to work in a company that was to build and market voting machines.
