I think they kept the restraint too long, but I also suspect they didn’t know what to do in that situation. And they chose badly. Once the pulse was gone, however, what they continued to do became irrelevant - if he’s dead, he’s dead.
I think we’re seeing a number of training issues around the country at the same time police departments are having their budgets cut - and when budgets are cut, training is often the first thing that goes away. If people were serious about stopping these incidents, then INCREASING POLICE FUNDING would make sense. But as always, liberals do the opposite because to be a liberal is to have impaired powers of reasoning!
