Interesting thought, so I looked it up. I often see ambulances running while the crew goes into a house or a store. (This is a rural community and people have to be cautioned to take their car keys when they park. I love it here.) The reason is they can’t shut down the engine as many items on the ambulance must be kept powered either for temperature control or other purposes. If those items had been removed and/or powered down then the ambulance driver would take the keys. Or, depending on circumstances, the keys would be left as if someone took them home then you have this expensive piece of equipment that’s useless. So, whether the keys are in or not probably depends on a great many factors. Most likely, the driver had done what he was supposed to based on the procedure in effect at the time and circumstances. The EMT’s I’ve known were highly competent.
