I don't think people should be able to vote unless they pass exactly such a test, and said test must be *HARD* and include being able to accurately discern the positions and histories of candidates. If propositions are on the ballot no one should be able to vote on them who hasn't read them and couldn't explain what they really mean and what they would really do.
But then most people in this country are effectively illiterate; they'd be hard-pressed to read and completely understand their mortgage paperwork or any of a number of other legal documents they have signed such as insurance contracts
