Nukes have a quality all their own.
It would have saved much grief from later on I suppose. Perhaps Truman felt two A-bombed populations was all that he had in him. Understandable after the horrors of Hiroshima and Nagasaki. Also, by then Stalin had (stolen) the A-bomb and might have viewed such an American act unfavorably.
Hindsight is 20/20.
