Yes, he is. We don't have the storage capacity technology needed to have 100% electricity uptime for all households if we rely solely on solar and wind for power generation - it does not exist. We also don't have the kind of power transmission capability to supply Texas with power from somewhere with excess power if weather conditions shut down all solar and wind in Texas.
Our energy usage relies on always-on power generation, and wind and solar can't provide that at all. Nuclear power would be the sane alternative if the anti-carbon fanatics were serious people. Since they are not, we will either continue to burn coal and natural gas, or we will face energy shortages.
