I think it is the later - out of wedlock births that is not “by race” (as if the culture all blacks grow up in us universal - which it is not) but is experienced by a larger subset of blacks, than it is among a subset of Asians or Whites. I know and have known too many blacks which did not grow up in families and cultures submissive to out-of-wedlock births.

“Higher” statistical rates are too often turned into stereotypes and generalities. Mostly they only represent some higher categorical averages for a group but should not be taken as stereotypes and generalities that are applicable to the whole group.

Another occasion is “black crime”. While crimes committed by black persons represent a larger disproportionate % of crimes relative to the population size of all blacks, it is still not a condition of those crimes being committed by “most” blacks. While the “criminal community” is a higher % of all blacks, than are the criminal communities of whites and Asians as %s of all Whites and Asians, they are not “most” blacks. What they are is a sizeable criminal community that gives all blacks a bad name.

Family cultures that are permissive of out of wedlock births occur in all ethnic groups. Some just more often than others.
