It looks like the FDA is saying that the recipient has the option to accept or refuse the EUA product.
It also says that the president may require members of the armed forces to accept administration of the EUA product.
So it's reasonable to conclude that no one has the right to mandate an EUA vaccination, except for the armed forces.
My opinion: requiring the vaccine through the back door by turning refuseniks into non-persons is not the intent of the law. So the "passports" are not legal.
That's right, you can refuse the vaccine but that refusal might have consequences. If you employer requires you to get vaccinated as a condition of your job you may lose it if you refuse.
The EEOC says you can be laid off for the duration of the pandemic unless your refusal is based on a religious objection or a disability.
