In 1989 Pennsylvania Avenue was still used in front of the White House, I see since then the “White House grounds” have been expanded to include the area across Pennsylvania Avenue. That being said, I was mistaken as the courthouse I worked at was on the other side of LaFayette Square adjacent to the Dolly Madison House and the “Little White House of President McKinley.” In 1989 homeless people slept all over the place outside the then White House grounds.
