If this were Havana- the culprit would be recycler/scavengers who are harvesting the structural steel out of buildings.
Not knowing the details of this building, I would have some questions. When was this built? Was it during the Nasser regime, when Egypt was a Soviet client? If so, was this building similar to the Plattenbau design common in Eastern Europe?
