Neither has ours. Our Navy of wars past is a long forgotten memory. Many times the enemy has struck and caused significant damage. Hell, we have a hard time with PC culture to the point we get rammed by slow moving container ships.
Institutional knowledge is worth its weight in gold.
If you think the US Navy inept in its principal role of controlling the sea lanes and projecting power, you have less confidence than our enemies.
