Is it legal for the contractors to take the money and not do the work?
It would depend on the how the contract is arranged. Sports players get paid due to their contracts even if they can't play. I wonder if there is a web site where a layman could read the contracts between the wall construction companies and the Fedgov. I doubt it.
On top of that, there may be thousands of tons of unused construction materials that are going to deteriorate. So much for Democrat environmental concerns.
