How will they record the mileage of every motor vehicle in the US? Who will do this, check it against every vehicle registration, and bill every owner?

They'll force you to go to the DMV to get your license plates / license stickers renewed. They'll send someone out to record your mileage at the DMV as part of the process to renew your plates and add the tax to your license plate fees every year.

Alternatively they can require an "inspection" on a yearly basis where they record your mileage and impose the tax too.

And if you think you can skirt the tax every year, just wait until you go to sell your car or trade it in. They'll tax you on the unreported mileage and refuse to transfer the title to a new owner / car dealership until you pay it.

They're sneaky, thieving bastards they are!

Very good points

But I don’t think that the Feds can force the states to collect this tax for them.

But, as usual the Feds will compel the states to collect this tax under threat of withholding highway funds.

In this case I think the states would be better off just keeping the money for themselves.

But most state politicians would rather collect the taxes for the Feds and then get a reduced and restricted return from the Feds than take the heat themselves for the tax.
