They only way they can do this is to keep track of your odometer, OR GPS track you. To do either of those would be Soviet level government intrusion, plain and simple. But then, many of them admire and want Soviet-type government - as long as they're the ones in power.

Exactly. I’ve heard that new cars have a recorder of some sort built into them. That alone is bothersome.

I’ll bet if a mileage tax were enacted, electric car owners would be exempted.
