Before Noem chose not to sign the transgender bill, did she make a sincere and energetic public effort to stop the legislation before it was voted on?

My introduction to this issue was the day Noem sent the bill back to the Legislature.

I am just trying to understand what happened - politically and publicly - before the bill landed on her desk.

I think something in the bill didn’t meet muster and would be challenged in court.
She simply sent it back to be reworked so that it would get an ok from appeals courts.
