By the way, even if it Congress was attempting such a thing, the President can call a press conference. The President can go on TV and say he is trying to end the war and Congress is stopping him. And name names. Make it clear exactly who is perpetuating the war. The majority of U.S. Americans, of all persuasions, think the Democrats are anti-war.

They are never forced to publicly defend their positions.
