And I would imagine in some of the Lines American workers will have to be relocated to these foreign ports or let go if locals are hired.

Why not just require tests prior, and maybe mid trip, and masks, like the airlines are doing (not mid-trip, of course)?
And, build out designated quarantine rooms...then, allow the infected ... or, whoever wants to....to disembark, at the next stop. Well, that is....if that port/town/country will accept them.

Maybe just sign a waiver, to board, saying you will not hold cruise line liable, should you contract the China flu...or ANY flu, while on board. Sort of an enter at your own risk waiver.
