This is what happens to “public property” in a society without character and virtue.

If we want nice things like decent public places, we will have to _earn_ them.

The government — at all levels and in most situations — has corrupted the meaning of the term “public property” into “state-owned property.” That is, even the “state” understands that, as with private property, some type of ownership — implying responsibility — is necessary to protect and control its use. However, under socialism (which, with the acquiesence if not outright encouragement of a frightened, formerly-free populace America is devolving into), the government thinks and operates under the presumption that that responsibility is better carried out by government rather than by individuals (i.e., private owners).
