Clearly, due to the crapy education, Chiraq provides their citizens.
I was somewhat saved by my parents moving from Portage Park, Chicago up to Glenview or this may have been my fate.

Even stupider is whoever wrote the article.
Much to his surprise, the video showed his downstairs neighbors, Chad Palmer and Denue Kerr ... Police went to the upstairs apartment that Kerr and Palmer share.
Kerr, who has no adult background, was released on his own recognizance.
