That appears to be the bottom line of this article.

For instance, if 30% of postal workers went to work every day along with the rest, but dragged their feet in such a way that management recrimination would be difficult, the postal system would collapse.

Truck drivers doing the same, UPS workers joining in and all done in a low key way that avoids looking like a plan. Things just happen to make a bad day.

I suspect this is what the writer is suggesting.

And it misses the point to say that the Biden administration will not collapse. It will because of the economic consequences.

There is no way the country can support the economic penalties.
