Where was the child’s father? When I was that age, our parents protected us from the animals. If that happened when I was a child, the Police could not have helped him. The doctors could not have helped him. He would never cut another child in this World. But, we are a kinder, gentler , and more civilized people now.
The story is he was standing in line with his family when the incident happened. I would assume that would include his dad. Or maybe not. Fact is your parents could have been Billy the Kid fast, and still not be fast enough to stop someone next to you from suddenly stabbing or shooting you in the neck.
