I miss the simpler times of licensing in PA. Used to be you bought a hunting or fishing license that covered about everything. Over the years, a la carte, species specific stamps and tags and ever confusing boundary limitations have made a PHD in deciphering regulations a requirement to stay within the law. They wonder why interest is waning.
