Read what? Provide a citation. I don't have time to read the entire United States code along with every page of the CDC and FDA websites and all of their published regulations to find your definition.
I have spent too much time chasing other people's definitions only to find they are incomplete or misleading.
From https://www.cdc.gov/vaccines/terms/glossary.html
Vaccine: a suspension of live (usually attenuated) or inactivated microorganisms (e.g. bacteria or viruses) or fractions thereof administered to induce immunity and prevent infectious diseases and their sequelae. Some vaccines contain highly defined antigens (e.g., the polysaccharide of Haemophilus influenzae type b or the surface antigen of hepatitis B); others have antigens that are complex or incompletely defined (e.g. Bordetella pertussis antigens or live attenuated viruses).
No reference to preventing transmission other than a general "prevent infectious diseases" and I would count the mRNA as "fractions thereof". And that's using their own damn terms, man. If you have a different legal definition I would be glad to read it.
