No entity “violates HIPPA” by asking for info. HIPPA is violated by an entity that makes an unauthorized release of medical info. The only entities that would have this info are health care and insurance entities, the point of the OP

When you get vaccinated, you get a card that has the vaccine info and which serves as proof, or at least evidence, that you were vaccinated. The airlines, for example, could require you to show it before boarding and that would not be a HIPAA violation. The vaccine clinic couldn't just give them that information however.
That was my counterpoint to the OP
