Having known a couple of FEMA folks....I think the ‘rescue’ plan would revolve around the fact that some FEMA folks carry special cards with purchase powers to make contracts on the spot.
So if you said you needed 10k breakfast meals delivered tomorrow morning...the FEMA guy would find the contractor and they’d do a contract.
If you needed an entire hotel, they’d find it and arrange a deal. Somewhere out there...there’s probably ‘adult-supervisors’ for hire and they’d be brought to the hotel to supervise the kids.
I won’t say this is a great solution and it certainly will add up to tens of millions spent each week by a single FEMA guy. But other than calling in the Pentagon...I don’t know who else you’d invite to a mess like this except FEMA.
