A few million immigrants from sub Saharan Africa have come to America in recent decades. Clearly none of them are descended from slavery in America.
I don’t have numbers in front of me, but there were significant communities of free blacks in America before the civil war. If we want to say any black people who have ancestry in this country, not recent immigrants, that would not be correct because some are descended from free blacks.
