I remember reading this a couple of months or so ago when NG first started appearing in DC. And Act.Sec Def Millers confirmed on his twtter (his twtter account no longer available as per my searches unless it’s archived somewhere) that neither Pence nor Pelosi had anything to do with authorizing the NG, it was Trump who requested.
The second article (snipped heavily) is almost pure BS fakery oped but does state that only POTUS can request DoD for NG. This is all a push for statehood for DC, that is another reason for the faked/FF attack on the Capitol. I know that the FBI warned the Capitol cops as they had read online people (who, obviously not MAGA people) planning attack that day, and Capitol cops along with Nanzi and Schumer did not want any more security, they refused it.

Currently requests for deployment of the D.C. guard must go through the president, but the decision is delegated to the Defense Department chain of command. The story on Fox today is that the commander of the Guard asked for his soldiers to be allowed to leave the Capitol and go home. The new Secretary of Defense, Lloyd J. Austin III, denied the request, requiring that the Guard remain in Washington.
Elements of any state's Guard can be called home by the governor - unless POTUS assumes command of the Guard in national emergencies. President Eisenhower took command of some of the southern states' Guard so that they could not be used to enforce segregation.
You say that the Guard in D.C. is there at Trump's orders but the Secretary of Defense has overruled the Guard's request to leave. The Sec Def is doubtlessly a Biden/Obama man. This does not seem to fit your scenario.
