Your assumptions are about 99.9% correct. This is a sick man who is deteriorating by the day. I'm not a doctor. But as I have stated here many times I've worked in three nursing homes with dozens of elderly people who were suffering with dementia.

I lost my mother to Alzheimer's fifteen years ago.

It's an irreversible condition that so far as yet no treatment or medication can reverse. Once an area of the brain has withered away it doesn't come back. Typically over time the patient suffers a massive stroke or a series of strokes, lapses into a coma and dies. This was the case with my mother. I pray every night this happens to Biden. I wish nothing but pain and suffering for him and his family. They're degenerate, selfish and evil people.
