Why does no one ever say this is way outside the purview of government? How does anyone have the authority to tell anyone how they may arrange their stuff?

California is a one party state. The Democrats are in power because they pander to every special interest. The Democrat leadership does not care one bit about this or most other special interest item and allows them to pass every law they can think of.

The leadership is only concerned about money and power.

California is not longer a representative Republic, it is a banana Republic without the bananas.
