I think Ron would prefer it at the top of the ticket. Also, historically, senators are not great as POTUS.
No one in their right mind would trust Rand Paul with executive office. He places far more weight on theory than reality. That is pretty much the definition of libertarians and socialists.
They are my first and second choice. Both can handle the media well. Both seems to have steel backbones. Both are required to win.
Noem is in the mix, too, but she would have the disadvantage of coming from a small state and would have to prove the ability to win a broad voter base before I would pick her.

Trump called that out and asked why Rand was allowed on the debate stage.

I’ve turned into a huge Rand Paul fan. I think he’s one of the best, if not the best, Senators in the GOP caucus.
BUT, for reasons most will understand, whomever DeSantis picks, it’s going to have to be a woman, probably Noem. But, there are a few others he could pick, like Marsha Blackburn.
This all presumes Trump won’t run again. If he does, I hope he picks a strong VP, unlike Pence, because he will, of course, be term-limited this time and whomever is VP will be the de facto nominee in 2028, if we get that lucky.
Ron Desantis just appeared on my horizon. I have always considered Rand Paul aa credible Senator but always suspected him because he was a libertarian. But the way he defended Trumps stolen election position has me thinking. He has just a wonderful persona, but would prefer him in the 2nd spot just to be sure.
I think we need Rand where he is, but promoted to Majority Leader.

The dream ticket is Trump-DeSantis, paving the way for 8 years of a DeSantis Presidency starting in 2029. I like Rand...about 85% of the time; the other 15%, his ideas are bat$hit crazy. He is also unelectable on the national level, IMHO (though much less so than his father).
