There were (more than) enough doses on contract to do this during the Trump Administration, but it depended on the vaccines making it through the trials and getting authorized, before it could be officially claimed.

Mostly what Biden’s administration has done, is to add orders for more doses, onto the existing Trump Admin contracts (exercise options).

Getting those manufacturers with failed vaccine candidates (Merck and Sanofi) to help produce more of the successful candidates (J&J) however, might have been a Biden Administration idea. I don’t recall hearing that plan before, but it is a good idea.
