My state did all of the above. I do not think it was the way to go.

That's fine, but it does nothing to indicate it's a "fact" that Noem handled it the best.

What's the right metric to measure success?

Freedom, not violating citizen’s constitutional rights, not destroying businesses or her state’s economy. She is the only governor who wasn’t panicked into violating people’s rights. Besides, the covid death numbers are grossly inflated BS anyways. Dr. Deborah Birx said “that while some countries are reporting coronavirus fatality numbers differently, in the U.S. you are counted as a victim of the pandemic if you die while testing positive for the virus, even if something else causes your death.” Who knows what the real number is if we counted the actual COVID deaths and who would really be the states with the most deaths? The only thing I know for certain is that if it were done correctly every states COVID fatality number would be much lower.
