Is this article claiming that the AG said, "After I fatally struck a pedestrian last year, I hit a deer"?

No. The sentence is poorly worded and, besides, compromises the presumption of innocence. The sentence should read something like, “ ... who said he hit a deer when he might have actually struck a pedestrian.” As the sentence reads, he first hit a pedestrian and then he hit a deer.
