Feds declared a disaster area for only 77 of the 254 counties in Texas. I wonder how a red-blue presidential election map would compare with a map of these counties. I recall Obama being slow and less effective when a natural disaster occurred in a red state as compared to in a blue state. If the article can be believed:

Reports said the limited federal aid is focused on the areas of Houston, Austin and Dallas. The White House and FEMA have yet to explain their selective approach to helping Texas.

There should be a clear mathematical statement of what rubrics are needed in order to declare a disaster area.
