Fair question.
The economy of a Moon base is built on plants: their food value for humans, their oxygen production, their ethanol production, and their food value to protein sources.

Hope that’s clear.

Excess ethanol and oxygen is exported for profit (hope the settlers don’t drink up their profits!) .

If by plants you meant mining, processing, and metals fabrication plants then yes.

The food plants are grown there only to keep overhead down so that we arent wasting money launching grocery carts to the moon and the fish, shrimp, and mussels, while also food, are there so that we dont have to send rockets full of fertilizer.
