Your phone most likely syncs with the cell network which syncs with the NIST time server which is synced with the atomic clock. Most likely the Weather channel is also synced to this “official time”. Your Fitbit and laptop are keeping their own time based on how you set them when you first used them and either were set wrong to begin with or have gotten out of sync.

the NIST time server which is synced with the atomic clock. Which atomic clock? I thought all networks/comms were synched with GPS timing!
