There is an old saying in the Mafia: "The threat of violence is more effective than the actual use of violence."

The same thing applies to the use of military power. Back in the Cold War era, it was called "Mutually Assured Destruction."

I think that's what Miller was talking about. The threat of military takeover is a card that can be played in this game. Again, it's more game theory.

IOW something very out of the ordinary. A threat of military takeover is not a complex military operation.
