Where does this money come from?
As long as the last politically unconnected American has two pennies to rub together that’s two the government can take.
Its magic.
Who doesn’t think all the cities that help install the fake president won’t get billions..most of which will line the crooks pockets.

I can only think of the following ways:
1. Taxes, state and federal ( for the latter, that means the other 49 states help to pay for New York).
2. Borrow. That means issuing bonds that will be paid with interest.
NY cannot print money, so that’s out of the question.
