Right. But as I’m sure you will agree, the Constitution requires a declaration of war. It just does. If something is not called a declaration of war, then it’s not a declaration of war. It could be a resolution, or a law, or some other weaselly thing.
This is just another case of Congress ceding its power to the president. “We don’t want to stick our necks out by declaring war. It’s too risky. So we’ll just sit back and let you decide, Mr. President.”
